Aerotech Park Utility Extension

Requestor: City of Bridgeport

Funding Requested: $1,920,000

Description: This request funds the extension of wastewater facilities to the Aerotech Park. The project is an appropriate use of taxpayer funds because it provides reliable sewer service to existing and new residents and businesses, allowing for continued growth and development of the area.

Baker Water Alternative Water Source

Requestor: Hardy Public Service District

Funding Requested: $1,944,000

Description: This request funds the development of a secondary groundwater source to replace a water source that has experienced consistently elevated levels of PFOA and algae blooms that contain cyanotoxins. The project is an appropriate use of taxpayer funds because it ensures safe, reliable water service to the Hardy County community.

Buckhannon Water Treatment Plant

Requestor: City of Buckhannon

Funding Requested: $3,000,000

Description: This request funds the construction of a new water treatment plant and distribution lines. This project is a valuable use of taxpayer funds as it ensures public health and safety through the replacement of a facility that currently suffers several major deficiencies.

City of Moundsville Water Systems Improvements

Requestor: City of Moundsville

Funding Requested: $6,750,000

Description: This request replaces deteriorated water lines and adds a new storage tank to reduce water loss and meet required storage capacity. The project is an appropriate use of taxpayer funds because it will ensure reliable service for current customers and reduce the impact to West Virginia resources by reducing water loss and improving system function and efficiencies.

The City of St. Marys Marina & Riverfront Improvement Project

Requestor: City of St. Marys

Funding Requested: $1,200,000

Description: This request funds the improvement of St. Marys Marina including a river walk pathway, expanded dock sections, a new public restroom & showers, upgraded infrastructure, a new ADA-compliant fishing pier, and security camera installations. The project is an appropriate use of taxpayer funds because it supports future economic growth by increasing visitation and new spending at local restaurants, retailers, campgrounds, and local service providers.

Clarksburg Public Safety Complex

Requestor: City of Clarksburg

Funding Requested: $1,973,344

Description: This request funds the construction of a comprehensive public safety complex that includes a Police Training Facility, emergency training pad, and fire hall. The project is an appropriate use of taxpayer funds because it constructs a community facility that is essential to maintaining rural public safety.

Doddridge/Ritchie 911 Emergency Operations Center Interoperability Enhancement, Infrastructure Resiliency, and Hardening Project

Requestor: Ritchie County Commission

Funding Requested: $929,723

Description: This request funds the upgrade of the county’s Emergency Operations Center radio system, installation of backup generators at 911 towers, purchase of a specialized tower support and maintenance vehicle, and a roof replacement of the EOC. The current system relies on outdated equipment and provides insufficient coverage to large areas of two rural counties. The project is an appropriate use of taxpayer funds because these critical updates ensure the well-being of citizens and first responders through the improvement of this essential community facility.

Grandview-Doolin Hundred-Littleton PSD Water Interconnection

Requestor: Wetzel County Commission

Funding Requested: $1,040,000

Description: This request funds the interconnection of the struggling Hundred-Littleton PSD to the Grandview-Doolin PSD, enabling Grandview to provide reliable water service. The project is an appropriate use of taxpayer funds because Grandview-Doolin PSD operates a reliable, relatively new water treatment plant with excess production capacity and therefore can provide essential water service to the additional customers in a cost-effective way.

Grafton City Hospital Critical Technical Infrastructure Upgrades

Requestor: Grafton City Hospital

Funding Requested: $5,295,000

Description: This request funds the purchase of new information technology infrastructure to update network connectivity and security. The project is an appropriate use of taxpayer funds because it ensures the safe and reliable delivery of patient care by bringing technical infrastructure up to current healthcare standards.

Grant Memorial Hospital Outpatient Healthcare Center

Requestor: Grant Memorial Hospital

Funding Requested: $5,941,500

Description: This request funds the renovations to establish an expanded outpatient healthcare hub that will house Rapid Care, Pediatrics, Primary Care, Women’s Health, Radiology, and Laboratory Service in one convenient location. The project is an appropriate use of taxpayer funds because it expands healthcare capacity in order to address a rural population’s longstanding health challenges including limited provider availability and long travel distances.

Greater Marion Sanitary Sewer Rehabilitation

Requestor: Greater Marion Public Service District

Funding Requested: $4,000,000

Description: This request replaces Greater Marion PSD’s failing vacuum sewer infrastructure with a modern gravity collection system. The project is an appropriate use of taxpayer funds because it will ensure public health and safety by providing reliable sewer service.

Oglebay Grow Center and Grounds

Requestor: Wheeling Park Commission

Funding Requested: $6,300,000

Description: This request funds the construction of a new hydroponics greenhouse and revitalization of adjacent grounds. The project is an appropriate use of taxpayer funds because it updates critical site infrastructure for additional community use, expands Oglebay’s current agricultural production, and creates new opportunities for small businesses and local farmers.

Randolph County Industrial Park Infrastructure Improvements

Requestor: Randolph County Development Authority

Funding Requested: $2,171,000

Description: This request funds the development of the industrial park in Elkins, WV including extending municipal water and sanitary sewer service to the site and construction of an access road. The project is an appropriate use of taxpayer funds because it improves a publicly owned property into a shovel-ready site capable of generating long-term economic returns.

Shepherd University Health Simulation & Infrastructure Modernization

Requestor: Shepherd University

Funding Requested: $4,642,150

Description: This request funds the renovation of the Stutzman Slonaker academic building which serves STEM and allied health majors. The project is an appropriate use of taxpayer funds because it supports training of students in critical healthcare services that are experiencing workforce shortages across West Virginia.

Sistersville General Hospital Expansion

Requestor: Marietta Area Health Care, Inc. and Subsidiaries - Memorial Health System

Funding Requested: $4,620,000

Description: This request is for the expansion and upgrade of Sistersville General Hospital. The project is an appropriate use of taxpayer funds because it directly addresses critical healthcare needs in a rural region with limited access to comprehensive medical services.

Town of Bath Water System Improvements

Requestor: Town of Bath

Funding Requested: $5,000,000

Description: This request upgrades the aging water treatment facility that includes raw water pumping, chemical additions, packaged filter systems, disinfection, chlorine contact time, and high service pumping to a public distribution system. The project is an appropriate use of taxpayer funds because it is necessary to increase the functional capacity of the aging infrastructure in order to maintain health, safety, and a reliable operational standard for the public.

Union Williams PSD Water Systems Improvements

Requestor: Union Williams PSD

Funding Requested: $4,000,000

Description: This request upgrades the aging water treatment plant and distribution system including the installation of a new pretreatment system to remove PFAS. The project is an appropriate use of taxpayer funds because the current groundwater supply wells have consistently elevated levels of PFAS and upgraded treatment systems are necessary to ensure public health and safety.

Vandalia Health Mobile Cardiac Screening Unit

Requestor: Vandalia Health Preston Memorial Hospital

Funding Requested: $4,750,000

Description: This request funds the purchase of a Mobile Cardiac CT Imaging Unit that will be capable of performing more than 2,500 cardiac CT scans annually. The project is an appropriate use of taxpayer funds because it addresses a critical gap in West Virginia’s cardiovascular care continuum and reduces preventable morbidity and mortality through timely diagnosis and referral.

Worthington Sanitary Sewer Rehabilitation

Requestor: Town of Worthington

Funding Requested: $4,800,000

Description: This request funds the replacement of Worthington’s failing vacuum sewer infrastructure with a modern gravity collection system. The project is an appropriate use of taxpayer funds because it will ensure public health and safety by providing reliable sewer service.

WVUIC Life Science and Biotech Incubator Space

Requestor: West Virginia University Research Corporation

Funding Requested: $3,190,198

Description: This request funds the construction of a 20,000 square foot Life Science and Biotech Incubator Space to provide a collaborative environment for entrepreneurs to develop their ideas. The project is an appropriate use of taxpayer funds because it constructs a facility with clear economic development benefit including job creation, building new industries in West Virginia, and developing the state’s economy.
